They sell them at PC Aviator <a href='http://www.pcaviator.com' target='_blank'>here</a>. You can buy certain regions at a time but apparently it is possible to install one region, then uninstall the product and reinstall for another region without the need to purchase them all. Never tried it since I have all the regions I need. I use RouteFinder (or Dispatch) for my flightplans then copy/paste into FSBuild2 and export to FS9 and FSNavigator. Works like a charm with RC4. "
