August Open Boards (Week 4) Local time or UTC?

Are the Week 4 Open Board flights listed in UTC or Local time? I am a little confused over whether UTC goes into effect this month or next month in this case.

"At the moment, I have still been flying my August flights in Local time! I am only going to fly my September flights and onwards in UTC unless the change to UTC is imminent!

The Open board for August is still in local time. All September schedules will be published in UTC. The current Atlas board has already been switched to UTC."
