What email do you want the email notification to go to? You are speaking of the forum notification?
I am running Win 7/IE 9 and all works for me. Sometimes you have to enable compatibility mode on IE9 which is up on the address bar and looks like a paper/page icon that's torn in the middle. If websites appear or behave funny clicking that (it will turn blue when compatibility mode is active) will often fix it.
