The steeper the decent rate, the less lift the wings are generating to keep the plane in the air. Hence the steeper the decent, the higher ft AGL you need to flare.

A flat approach will give the wings more lift ( even at Vref with flaps extended ) and tend to keep the plane floating more than you want it to, so you'll want to be closer to the ground when you flare.
